NO users are appearing when attempting to mention - this used to work fine

In a team--neither public nor non-public links to a prototype/project are allowing mentions:  user's can't @ mention and see a list of team members and 'tag' them.  This used to work fine.  Nothing has changed in our collaboration process.  

All members on the team have "can comment" as their permissions. 

Any ideas?
